PROCLAMATION:  PROCLAIMING MARCH 12, 2010 THE 98TH ANNIVERSARY OF THE GIRL SCOUTS OF THE U.S.A. IN THE CITY OF NEW KENSINGTON, AND PROCLAIMING THE WEEK OF MARCH 7-13, 2010 AS GIRL SCOUT WEEK IN THE CITY OF NEW KENSINGTON

PRESENTATION:  PRESENTATION BY STUDENTS OF THE NEW KENSINGTON/ARNOLD SCHOOL DISTRICT WHO RECENTLY RETURNED FROM A TRIP TO CHINA.

CONSENT AGENDA:

C3.1.10           Acknowledge receipt of the Police Activity Report for the month of February  2010 signed and submitted by Police Chief Zellers.

C3.2.10           Acknowledge receipt of the Code Enforcement Monthly Report for February 2010 signed and submitted by the Code Enforcement Office.

C3.3.10           Acknowledge receipt of a letter from the Pennsylvania Department of Transportation concerning a  traffic study on the speed limit on SR 0366 in the City of New Kensington.

C3.4.10          Acknowledge receipt of a copy of a letter to Hatch Mott MacDonald from the City Engineer regarding the 2009 Municipal Wasteload Management Report for the City of New Kensington. 

C3.5.10           Acknowledge receipt of the Actuarial Valuation Reports for the City of New Kensington Police Pension Plan and Firemen's Pension Plan as of January 1, 2009 as prepared by Mockenhaupt Benefits Group.  Due to the length of the reports, they can be viewed in the City Clerk's office. 

 

RESOLUTIONS:

3.1.10             Resolution to accept the Consent Agenda as prepared by City Clerk, Dennis F. Scarpiniti.

3.2.10            Resolution to approve the Minutes of the Special Council Meeting held on January 30, 2010  and the Council Meeting held on February 2, 2010..

3.3.10            Resolution to authorize the City Clerk to register online with and execute any formal agreement that is required for Municibid.com for the purpose of advertising and selling municipal equipment and vehicles over the internet. 

3.4.10           Resolution authorizing the City Engineer to prepare specifications for various street materials and asphalt milling services if needed and authorizing the City Clerk to advertise for bids.

3.5.10           Resolution authorizing the City Engineer to prepare specifications for various streets to be repaved and authorizing the City Clerk to advertise for bids.

3.6.10            Resolution authorizing the City Clerk to complete and submit to the Private Industry Council, Workforce Investment Board, a worksite application requiring up to four (4) employees to work for the Public Works Department in the Spring and Summer of 2010. 

3.7.10            Resolution to permit the Deacons of the United Presbyterian Church to block off 6th Street between 4th and 5th Avenues on Wednesday, March 31, 2010 between the hours of 3:30 pm and 6:00 pm to sponsor an Operation Fresh Express in cooperation with the Westmoreland County Food Bank contingent upon presentation to the City of acceptable liability insurance coverage. 

3.8.10            Resolution to hire Donald Mascilli as a temporary/part-time Cell Watch in the New Kensington Police Department at a rate of $8.00 per hour retroactive to February 28, 2010. 

3.8.10          Resolution authorizing the City of New Kensington by and through the City Treasurer to enter into an electronic transaction processing agreement with Official Payment Corporation, a Delaware Corporation, which would permit the payment of City, County and School Real Estate Taxes and Earned Income Tax by credit card at no cost to the City.  If the taxpayer chooses to pay by credit card, there will be a three percent fee charged to the taxpayer.

DISCUSSION:  DISCUSSION WITH REGARD TO THE MUNICIPAL REVENUE SERVICES PROGRAM THAT WAS PRESENTED TO COUNCIL AT THE FEBRUARY 2, 2010 COUNCIL MEETING.
